Fed up with incompetence, Marmaduke takes steps to ensure his Happy Meal toy won't be forgotten.
Marmaduke is standing on Phil's crotch with his head in the "pay" window of a drive-through fast-food restaurant. Phil is telling Marmaduke that it's the wrong window - that the food is at the next window. This leads us to believe that Phil condones Marmaduke's behavior, provided that he gets his windows straight.
Apparently Phil believes that it's better to have a hyper, 260 pound dog standing on his crotch than to have to clean up the mess that Marmaduke would make if he ate in the car. We can only guess at the reaction of the restaurant staff.
