Plotting a double murder, Marmaduke comes prepared to cordon off the scene.
Marmaduke has come into possession of some "crime scene" tape. Perhaps the police threw a roll of the tape at him, or perhaps Marmaduke has simply walked through a crime scene. If the joke is supposed to be that Marmaduke has committed a crime, it's lost, as the police do not tape the perpetrator.
Since Marmaduke still has some tape on his chest, held in place only by the dog's forward motion, it's likely that the crime scene is nearby. Maybe Dottie, after decades of living with Phil, has finally committed suicide.
